rid of all the wrong and all the circumstance and all the glory for the small voice. i love this man i loved every minute i overspent with him in every conversation we ever had i love his voice, but we should hear him no and the quiet times at night and in the morning when we need courage when we get discouraged and we don't know if we can believe anymore. we should hear him. [applause] but are elijah before us with he himself heard the still small voice that keeps us going and keeps us grateful and keeps us
9:45 pm
happy and keeps us moving. thank you. god blushing. [applause] >> bishop and first lady in the family. [cheering] >> the cummings family, madam secretary madame speaker, governor, friends, colleagues, staff the seeds on good soil.
9:46 pm
stands for those with a noble and good heart. who hear the word repayment. and by persevering produce a crop. the scene on good soil. elijah cummings came from good soil. [applause] and then this sturdy frame a group, his parents were sharecroppers from the south, they pick tobacco and
9:47 pm
strawberries. and then found something better in the city south baltimore. and robert work shifts at a plant in ruth cleaned other people's homes. they became parents of seven. preachers to a small light. i remember i had the pleasure of meeting elijah's mother ruth and she saw me, she. for me every day. and i knew it was true. sometimes people say they are praying for you and you don't know. [applause] they might be praying about you.
9:48 pm
[applause] but you don't know if there praying for you. but i knew she was telling the truth. so they were the proverbial soil of the earth and they passed on that strength but also the kindness and the faith to their son. as a boy alleges that made him shine his shoes and tie his tie and go to the airport not to board the airplanes but to watch others doing it. i remember elijah telling me the story. i have not applied, i may not
9:49 pm
fly but you will fly winded. we can't afford it right now but she wilyou will fly. as grandmothers do a little more impatient with her advice. she said, your daddy has been waiting and waiting for a better day, don't you wait. elijah did not wait. against all odds elijah earne earned -- learned about the rights and all the people in the country are supposed to possess with little help, he became a
9:50 pm
lawyer to make sure the others had rights as people have their god-given right. to the house of representatives to justice and the rights of others it would never ever waiver. elijah's example the son of parents who rose from nothing. to a servant who toiled to guarantee the least of us have the same opportunities that he had earned. a leader who once said he died for his people even if he lived

every minute for them. the things we tell ourselves about what's possible in this country. not guarantee, but possible. the possibility that her destinies are not preordained. but rather in our work and dedication and willingness to open our hearts to god's message of love for all people. we can live a purposeful life and we can read about the harvest. among the rocks but we have the capacity, the chance as
9:52 pm
individuals of the nation to root ourselves in good soil. elijah understood that. that's why he fought for justice. that's why he embraced his beloved community of baltimore. that's why he went on to fight for the rights and opportunities of forgotten people all across america. not just in his district. [applause] he never complained for he knew without clarity of purpose and the determination demand of our
9:53 pm
liberty, the promise this nation can wither. a legacy he knew was not only for our individual lives. there's been remarks that elijah was a kind man. i tell my daughters and i have to say listening to elijah's daughter speak, that got me choked up. i'm sure all of you who have sons feel the same way but there's something about daughters and their fathers. i was thinking i'd want my daughters to know how much i
9:54 pm
love them but i also want them to know being a strongman includes being kind. [applause] that there is nothing weak about kindness and compassion. there is nothing weak about looking out for others. there is nothing weak about being honorable, you're not a sucker to have integrity. and to treat others with respect. i was sitting here noticing the honorable elijah e.e. cummings. and this is a title that we
9:55 pm
confer all kinds of people who get elected to public office. we are supposed to treat them as honorable. [applause] but elijah cummings was honorable before he was elected office. there is a difference. there is a difference. [applause] if you were honorable and treated others honorably. outside the limelight. on the side of the road, in a
9:56 pm
moment counseling somebody you work with. letting your daughters know you love them. as president i knew i could always count on elisha being honorable and doing the right thing. and people talked about his voice, there is something about his voice that made you feel better. there is some people that just have that deep tone. and when it was good times when we achieve victory, the other, the voice and the laugh was a gift. but you needed it more during the tough times when the path ahead look dark.
9:57 pm
when obstacles surrounded. when i saw those in the fight start to waiver that is when alleges voice meant the most. and more than once during my presidency when the economy looked like it might plunge into depression, when the hous healte bill was pronounced dead in congress. i would watch elijah rally his colleagues. the cost of doing nothing is nothing he would say. and folks would remember why the internet into public service. our children are the living messages we send to a future we
9:58 pm
will never see. he would say in remind us that her time is too short. not to fight for what was good and what is true. and what is best in america. 200 years -- 300 years from now people will look back and asked the question what did you do. and we will be reminded that it falls upon each of us to give voice to the voices and comfort to the sick and opportunity to those who are not born to it and to preserve and nurture our democracy. elijah cummings was a man of noble and good heart.
9:59 pm
his parents planted the seeds of hope and love and compassion and righteousness in the good soil of his. he's harvest all the crop that he could. the lord has now called elijah home to give his humble faithful servant. he now calls on us to continue his work and his other young boys and girls in baltimore, across maryland, across united states and around the world i do have a chance to grow and flourish. we will honor him. we will remember him that is
10:00 pm
what he would hope for. may god bless the very honorable elijah cummings and may god bless the city in the state in this nation that he loved. god blessed you. [applause] >> with me is susan ferrechio chief congressional correspondent of the washington examiner. looking at the week ahead we have the house considering the partisan legislation with sanctions on turkey while the sun is blocking, can you tell us more about the congressional response of turkeys recent military action after the president withdrew your troops from syria. >> with sanctions
